The theoretical framework underpinning research and analysis is the capability-motivation-opportunity for behavior change (COM-B) framework, modified for vaccination behaviours (6). This framework identifies inter-linked factors of knowledge, attitudes and intentions, support from social network, and convenient access to vaccination.

Support from social network
Doctors want more support from the government, especially the Ministry of Health, epidemiologists, other doctors and researchers, as well as international organizations such as WHO and UNICEF, to disseminate COVID-19 vaccine information such as its safety and effectivness in local languages. They also need data on how many people had side effects after COVID-19 vaccination, and easy-to-read brochures about vaccines to hand out to their patients.
Nurses want support from their local administrators, doctors, epidemiologists, and other medical organizations.
Both groups need communication guides and jobaids, “algorithms,” to effectively and quickly answer patients’ questions. These jobaids should cover 1) how vaccines work and why they were developed fast within a year; 2) manufacturers of these vaccines; 3) data on vaccine safety, effectiveness, how many had severe side effects after vaccination.
Health workers want a formal recommendation of HPV vaccination from the Ministry of Health and several trainings and data on the HPV vaccine safety, effectiveness, vaccine ingredients, vaccine handling (e.g. how to store and care), vaccine manufacturer and types, vaccine’s effect on fertility, inclusion and exclusion criteria for vaccination, experiences of other countries (especially the CIS countries), and why the pilot programme was discontinued in 2013.
They need the aforementioned information from the Ministry of Health, WHO, hospitals they work at, at conferences, and researchers and public health experts from other countries that already introduced the vaccine, research articles in local languages, and vaccine manufacturers.
Health workers stated that trainings at the local level should come from gynecologists and oncologists who worked with women who had cervical cancer.
