Coaxing and preaching and lecturing and teaching have proved of little avail. What we must now do is to try the effect of proper legislation. Now I appreciate that we cannot legislate the public into good morals. But we have the right, and also it is our duty to make use of what we have learned about human genetics for the sake of our fellow men, and for the economy of our own pockets. Therefore, when we are in business session, I shall ask that we pass a resolution, stating in effect that we approve of the principle of legislation which will require applicants for a marriage certificate to state in writing that neither of the contracting parties has a father, mother, sister, brother or cousin who was born blind.
