De acuerdo con la información ofrecida por el ICJCE, se viene utilizando el sello como forma de financiación del ICJCE desde al menos 1992, sobre la base de Circulares internas, sin que el Estatuto vigente lo recoja. Hasta 2015 se usaba un único tipo de sello para toda clase de actuaciones (con un importe de 96 € por actuación), pero desde ese año se distingue entre actuaciones de auditoria (96 €/actuación) y otras actuaciones (30 €/actuación). Desde una Circular de 2020, se aclara que entre esas otras actuaciones se incluyen los dictámenes periciales.
