English to Russian Other Law: Taxation & Customs Sugar-Sweetened Beverages

In February 2024 the Ministry of Health of Kazakhstan has updated the existing Concept of healthcare development in Kazakhstan 2022 – 2026. The Concept’s action plan includes a section on obesity and overweight prevalence reduction which provides for an introduction of an excise tax for SSB (0.5l bottle equivalent to 200 tenge) with set deadline for implementation – December 2025.
Given the current priorities of the Government of Kazakhstan and growing lobby of soft drinks industry, we believe that this will be an ideal opportunity for the WHO and the Kazakh stakeholders to collaborate in the area of health governance to revisit this agenda and conduct a series of dialogues at country level with various stakeholders including academia, economy sector and civil society
