I will reply here since there is never enough space below.
I believe they are referring to how to assemble the sandwich (first this, then that, etc).
Here is another example.

How To Make A Club Sandwich
1. Assemble: Spread 1 tbsp of mayonnaise on one side of each slice of bread. Arrange 2 slices down on your cutting board with mayo side up. Top each slice with half of turkey, tomatoes, and a slice of cheddar cheese.

My suggestion to use ¨Assemble/to assemble¨ is because that is the wording normally used in cookery recipes.

Recipes are usually divided into two parts: Ingredients and Preparation. (Preparation is also commonly called Directions, Method, or Instructions, depending on the publication.)

In this context, I would translate "armado" as "Preparation" (or one of the other alternatives), as it's simply the title of this section of the recipe.
