: Magistrate is a false cognate. “magistrate” in the US refers to a lower court judge with limited jurisdiction. See my answer below.

lay judge / lay assessor / non-professional judge
It's shortened form of Juez Escabino, also synonymous with Juez Popular. Juror would not work, because Escabino is not in a jury but a mixed court, where lay assessors or lay judges are empaneled in a given case working jointly with the professional judge to reach a judgment or verdict (depending on the jurisdiction) on the matter. Spain has a jury system (modeled after the US, with some continental characteristics such as verdict reasoning), but France as has a mixed court system with Juges Scabins. Check out the journal article below, which thoroughly explains the difference the between juries and mixed courts (escabinatos).
