Since there are five sites and the two engineers communicated through long distance call, it stands to reason that there should be a leading engineer at each site to oversee the daily task, and hence, more than one‘lead engineer’.
Obviously the two on the phone are colleagues, but not necessary having the same seniority though (same job grade with equal or different seniority).
‘首席工程师’ sounds fine to me, If further clarity is desirable, you may add the site or project name after the title; e.g. ‘首席工程师 at xx site’ or xx project首席工程师’.

我的理解
Lead engineer 也许是那些科研带头人,在一个机构内可以有多个科研项目/小组，故可以有多个Lead engineer。Curtis E.Reese只是Bill McClure的同事/同仁而已，两人的职务相同。
