(marine cargo: partial ) particular average losses
I'm unsure a partial double-up is needed as, from my recollection of Anglo-Am commercial and shipping law, that's exactly what particular - as opposed to general - average means in the arcane language of 'assured' marine cargo in a Court of 'Admiralty' (queried as a mistranslation of mine by a London translation office. 'Shouldn't that be a Maritime Court?')
Example sentence:
Particular average loss are partial and unforeseen loss accidentally incurred by sea perils-
Particular average loss are partial and unforeseen loss accidentally incurred by sea perils. When goods arrive at its destination, the surveyor inspects them and certifies their damaged condition.
