This is from a lease agreement. Does "over" in the following sentence mean that the tenant has to pay for the insurance in addition to or as part of the driftsregnskabet?
Udlejer holder ejendommen bygnings- og brandforsikret, lejer betaler for udgiften over driftsregnskabet.

The preposition 'over' does not mean above in this case. So the direct answer to your question is that the insurance is included in the driftsbudget, it is not on top of it.
The meaning is that the owner or letter arranges the insurance, but the tenant pays for it through (via) the 'driftsbudget'.
