It depends.... This could also refer to garage sales or yard sales, which are extremely popular in North America. It depends on the context. If the owners who are selling are standing on their own property, it's a garage/yard sale. If several sellers bring their stuff somewhere else and sell it, e.g. on a big square, it's a flea market.
