In the Directive 73/23/EEC, the term "electrical equipment designed for use within certain voltage limits" is used. The Directive is often being unofficially called the "low-voltage Directive". The term that I gave above is the one that has been used in the official translation into Finnish of the Directive, and is therefore, to my opinion, the appropriate one for your context.
