On peut être utilisateur professionnel et faire partie d'une entreprise qui a payé pour la licence, c-à-d pour l'entreprise entière. Le parallèle avec académique me semble clair.

In most cases you would expect that if a licence covers a whole school district the "users" are NOT the licence holder (which would be some kind of Education authority covering the whole district).
These "little details" do matter ...
"a subsccription plan designed for entire school districts" - what does that mean exactly? One licence valid for any user within the whole school district OR one same licence given separately to any licence holder in that district?
