Secondo me può significare questo, visto che letteralmente ("uscir fuori dalle cifre"), sembra indicare il fatto che un fenomeno superi continuamente le cifre con cui viene misurato, e che perciò aumenti con una enorme rapidità. Chiedo però conferma ai madrelingua, e in particolare a Sheri, da poco intervenuta.

La diminuzione del tasso di inflazione è bene accolta, poiché mostra che gli effetti sulle statistiche dell'aumento della VAT dell'anno scorso continuano a diminuire. Ciò nonostante, famiglie e pensionati...

The explanation, of course, is that the increase in Value Added Tax from 17.5pc to 20pc in January, 2011, has now dropped out of the figures measuring the annual rate of increase in inflation – but VAT and inflation are continuing to increase, not decrease, the cost of living.
