Sorry, It was my fault while typing. There were some mistakes : recommendation and vested.

Are you sure you haven't made any mistakes when typing?
1) It should be: recommendation
2) I do not think is invested but VESTED
3) The order of the words do not necessarily make sense, usually the wording is something like this:
On recommendation of the Faculty and by virtue of the authority vested in them the trustees of this University have conferred on
