¡Hola!
Meanwhile Chamberlain's discomfiture had not unduly disturbed his chief, Lord Salisbury, presiding at either of his Downing Street offices, the Foreign's Secretary or the Prime Minister's.
Muchas gracias.

This is what came to mind when I read the phrase. The phrase in English seems fine to me - a little old-fashioned, perhaps, but fine.
Basically, it means that the discomfort felt by Chamberlain apparently did not affect his boss/superior, Lord Salisbury, who continued working out of two offices on Downing Street - the Foreign Secretary's Office and that of the Prime Minister.
Suerte :)
