xxxx safely crossed all residential streets when there were no cars or sounds of cars present. At a four-way stop sign controlled intersection, she attempted to wait for a time when no cars were present but because this was such a busy intersection, she then asked if she had to wait any longer. She did not know that she could cross with her near parallel surge and said she had never heard of this terminology. Once the cor-rect surging car was pointed out to her, she was able to see the car and start her cross-ing at the safest time.
