Yo creo que este uso de "pay off" no se refiere precisamente a liquidar deudas, sino a deshacerse de estas novias y amantes como si hubieran sido empleadas. Es decir, que implica que las relaciones sentimentales de este hombre habían sido de carácter contractual: que ellas mantenían una relación con él a cambio de una compensación. Es un fenómeno bastante frecuente.
He aquí las definiciones pertinentes de "pay off"; yo creo que la segunda es la pertinente aquí:
"pay off
2. [transitive] to give someone all the money that you have borrowed from them to buy something
Only another six months and the house will be paid off.
3. [transitive] to stop employing a worker and give them any money that they are owed
Over 1,000 workers will be paid off if this factory closes."

: The English seems to carry the strong connotation that these women have long since forgotten the man who once generously paid for their ministrations, but I do not see how to convey this in Spanish without undue wordiness.
