a political programme cannot be delivered as set out
The text is saying that whatever political parties may set out as their policies, these policies cannot be delivered without a degree of compromise with other political, economic and social forces, possibly including forces within the party concerned.

a process resulting in compromise
To me ¨an exercise in xxx¨ implies a required series of steps, or a process to be gone through by oneself or all parties involved.
An exercise in frustration - process ultimately frustrating
An exercise in futility - process ultimately useless or ineffective.
Hope that helps.
