anyone can help

Non-PRO English Law/Patents
You did not cooperate with us and you were not granted good cause. We cannot proceed without you cooperation.
I don't understand the phrase "not grant a good cause" plz explain it in English.

The English is not very clear but thinking in pidgin English this is possible.

That's the way I would read it, and write it.
