A non-blocking circuit switch is one that can route any permutation from input to output. This definitionis not relevant to a packet switch like the TSR. A non-blocking packet switch is one in which packetsdestined to output A cannot block packets destined to a different output, B, by holding buffers or channelsrequired by the B packets.
