I've found one connection, but it says: 'uit hoofde van' rather than 'in hoofde van'.
'Uit hoofde van' means 'on account of, in consideration of'. I don't really know, but I feel it may mean the following: that 'no testimony/witness would prove any fault on account of the petitioner in her capacity of manager of the goods/estate'.
