valeurs tutélaires

For example : les valeurs tutélaires du carbone.
It's all over the place on the net in French but I cannot seem to find an official English equivalent. Obviously it comes from "tutelle" so I suppose it means "official values" or something like that.

An example of use is:
"Les nuisances environnementales de l'automobile"
Les recommandations du rapport Boiteux ayant servi de référence à plusieurs études (valeurs tutélaires des dommages corporels et matériels), les écarts entre l'études du CGPC et de l'INRETS sont faibles. La littérature est cependant riche sur ce sujet et fait apparaître des monétarisations très diverses de la vie humaine. Ces divergences résultent de plusieurs facteurs explicatifs qui peuvent se combiner :

- Champ pris en compte dans une approche par le coût des dommages : coûts médicaux et sociaux, coûts matériels, frais généraux, perte de production annuelle pour la collectivité, préjudice moral... ;

- Montant retenu pour la valeur tutélaire : pour une personne tuée, pour une personne blessée (en fonction de la gravité...), pour les dommages matériels ;

- Source des données pour les statistiques des accidents ;

- Année de référence du calcul de l'étude...

Well, you're right of course but that is the next stage since they tend to use other terms for the monetary aspect, as you can see from the example I quoted above.

I think you'll find it's the estimated monetary value/equivalent of an item/product/damage caused etc.etc.

I haven't found anything to back this up but have the feeling it's the value that the authorities decide to put on things that are otherwise "priceless" ie the time people spend travelling to work, the cost of carbon etc.

I've found a link with 'social' and 'shadow' costs of carbon...

I have not yet come across a precise fr<>en equivalent for cross referencing purposes and believe this to be a case where one extrapolates from the fact that it is the relevant regulatory bodies (autorité de tutelle) who are responsible for establishing the threshold values as illustrated in the following:
