From the context, I'd guess that it's a *[hospital] record keeping system*. I've searched every which way on the Web [Queries sent:

not wiser than ybroad but suggesting: general hospitalmanagement

I would think that the word relates to "régir", which means to govern, to manage rather than to registre. Look at the accent grave. Régistique suggests to me something more general than e.g. gestion. It seems to indicate a modelization that would be universally applicable and as such it would have a scientific or grand managerial connotation attached. I didn't find this in dictionaries. It looks like a new management buzz word.

There seem to often be typographical errors in these. For example, "mettre en marché?" -- shouldn't that be "mettre en marche?" Especially for the fact that neither of our esteemed colleagues could find it makes me question it. I would translate it:
"Setup of a consortium of companies aiming to implement an integrated system of hospital registry"
