A suggestion in the absence of an existing translation, and to differentiate it from other governing bodies for equestrian sports. I'd stay away from anything sounding too much like 'State showing council' as that can give the misleading impression that it covers only non-FEI events as in the UK. Perhaps 'State equestrian sports committee [or council or board]' which all convey the notions of regulation and oversight.
