Italian to English Other Law (general) Italian regional bureaucracy

I have come across this acronym ("Os F", also written "OS f") in some documents concerning universities in the region of Veneto. I have the impression it may mean "Obiettivo strategico di fondo", as it is usually followed by what looks like the goals of the action to be undertaken. Or perhaps "obiettivo specifico", perhaps. It's anyway a goal.

But if my interpretation was correct, I wouldn't understand why they usually write it "Os F" (sometimes "OS f") and not "OSF". Does anybody have any clues?
