I have never heard of anything like that. I have lived in US for 12 years now and when I go with my dog to a vet I see main veterinarian - not Chief Veterinary Surgeon.
As to your comment about Cheif Medical Surgeon - it is Surgeon General - sometimes dictionaries have nothiong to do with real life....
