Article 25

(1) In the territorial sea and in the internal waters, foreign submarines shall navigate on the surface only.

(2) A foreign submarine navigating in a submerged position shall be forced to surface. In the case of damage preventing it from navigating on the surface, the submarine shall singal that by all possible means.
