In Spain (from where I assume the document is), the banking lingo uses" disponer de un préstamo" as "drawing on a loan"; for instance, if you have revceived a loan, the amount you have drawn on it will appear in your bank statement as "monto dispuesto". It is not the availability of the loan, it is what you have drawn after it was made available to the beneficiary.
