There are various kinds of tools referred to as "manerales" in Mexico. I've seen it applied to paint rollers. It can also mean a blowtorch. But it usually means a wrench, and specifically what is called a T-handle wrench, which has a crossbar to apply torque: the kind of thing you might use for the wheelnuts on your car. This is the likeliest type of "maneral" to have produced the damage referred to in this claim, I would say.
