Why did the transition to ICD-10 happen?
The transition took place because ICD-9 codes have limited information about patients’ medical conditions and hospital inpatient procedures. The ICD-9 code structure has been in place for 30 years.
The terms currently used in ICD-9 have become outdated, obsolete and inconsistent with current medical practices. In addition, the structure of ICD-9 limits the number of new codes that can be created, and many ICD-9 categories are full.

Surgical procedures can be performed either as inpatient cases, day cases or, in certain instances, as outpatient cases. Procedures performed on an inpatient case and day case should be reported for all the procedures on the shortlist. For two procedures, the number of outpatient cases in hospitals and outside hospitals should also be reported where possible.

Inpatient admission procedures/ Intern training?
In the same vein, if it refers to hospitalisation, when working in a UK hospital we talked of 'admitting patients´ and 'patient admission procedures' if this contributes to your thinking in any way. At the same time my hand held dictionary mentions training of interns as "interno / alumno en prácticas´which would seem to have some relevance to the word 'prácticas' here. That said without seeing the document these are only guesses. And I am not a medical specialist despite hospital work experience (non-medical).

p.s. In UK English 'inpatient procedures' sounds more like 'operations' to me, which presumably could link to the catheter placement but I am not sure that is what was meant by the colleagues who have commented?
