Source text - Japanese 危機が刻々と深まる中で、原則論の域を出ずに終わった先進７カ国財務相・中央銀行総裁会議（Ｇ７）だった。
共同声明の文言はどれも正しい。「政策を総動員し、各国が協調して経済成長と雇用の増加、金融の強化を目指す」「保護主義政策を採用したり新しい貿易障壁を築いたりしない」。しかし問題は実際の行動である。
昨年１１月にＧ７を含む主要国がワシントンで開いた金融サミットでは、「反保護主義」で結束したはずだったが、約束はあっという間に破られた。今回まとまった米国の景気刺激策に、公共事業で米国製品を使用するよう義務付けた「バイアメリカン」条項が盛り込まれたのはその一例だ。保護主義がこれ以上広がらないよう、Ｇ７は世界に範を示さねばならない。
何より重要なのは、保護主義を勢いづかせない土壌そのものを早く作ることである。雇用情勢が悪化し、先行きへの不安が高まるときに増殖する保護主義だ。
では何をするのか。Ｇ７各国がこれまで異例の対策を打ってきたのは間違いない。今回の共同声明で、財政出動を前倒しし、迅速に実施するとの意思が表明されたことも評価できる。
しかし、最も困難な課題が残ったままだ。危機の元になった米欧金融機関の不良資産問題である。ここが解決しない限り、何十兆円という景気刺激策も決定打にはならない。Ｇ７参加者は認識しているはずだが、具体的な施策となると難問が横たわる。どの金融機関を救済するのか。救済先への国家の関与をどこまで強めるのか。公的資金はあといくら必要か−−。
米国に加え欧州でも経営不安を抱えた大手金融機関をどう処理するのかが差し迫った問題だ。巨額の公的資金追加投入や国有化となれば、世論の猛反発は必至である。とはいえ、問題に正面から取り組まなければ、株価急落など市場からの手痛い仕打ちを受けるだろう。
昨年秋、米政府が公的資金による金融機関への資本注入に踏み切った際、欧州勢の先行が結果的に米国へのよい圧力となった。根本からの金融安定化と危機克服に向け、Ｇ７各国が再びよい意味で刺激し合い成果を競う事態が生まれてほしいと願う。
一方Ｇ７では、日本は果たして大丈夫かと思わせる場面があった。会議終了後に白川方明日銀総裁と行った記者会見で、中川昭一財務相が不明瞭（ふめいりょう）な返答をしたり、長く沈黙するなど、危機下のＧ７後に開かれた会見とは思えない、緊張感を欠いた様子が報じられた。
経済・金融危機への国内対応で陣頭指揮に立ち、Ｇ７のような国際会議では、世界第２の経済大国代表として貢献しなければいけない日本の財務相の姿とは言い難いものだった。
Translation - English The G7 meeting, (the meeting of Finance Ministers and Chairmen of Central Banks of Developed Countries) in deepening crisis ended without agreements beyond principles.
All of the Wording of the joint statement was politically correct. "The mobilization policies, in cooperation with the national economic growth, Job growth, aimed at strengthening the financial," "Never to build new trade barriers, nor new protectionist policies shall be adopted." However, the question now is what real steps will there be.
The G7 Finance summit in Washington last November, which included major countries supposedly united those countries under the banner of "Anti-Protectionism". However, this promise was quickly subdued. An example was, this time, in a large American stimulative step, “Buy American” provision was put in, which required the use of American products at public works projects. In order for protectionism not to spread beyond this, G7 countries must show their own examples to the world.
What I believe is most important is not to let the protectionism get accelerated. When country's employment condition deteriorates, insecurity toward the future looms, there promulgate the protectionism.
Then what shall there be the measures? There is no doubt that G7 countries have taken unusual steps so far. It is appreciable that in the latest joint communique, it stated their intentions to provide public finance proactively, and to execute quickly.
However, the most troublesome problem still remains.
Crisis started from the toxic assets in Financial institutions in the US and Europe. Unless these are removed, the several tens of trillion yen stimulus package would not become decisive. I am sure the participants of G7 recognized this, however, when it comes to specific measures, difficult issues remains. Which financial institution shall be rescued? To what extent should the federal involvement be extended to the rescued? How much more public money is required?
In addition to the US, there are problems with the way to deal with large financial institutions holding troubled assets in Europe. How to resolve these issues are the imminent problem. When it comes to additional infusion of enormous public finance and nationalization would surely cause uproar in public opinion. Nonetheless, if they don't tackle the problem face off, there would be painful reaction from the market including sudden fall in stock prices.
Last fall, when American government stepped in to infuse capital to financial institutions with public fund, quick actions by the European countries that followed produced posibive pressure and resulted in good influence to the US. Hopefully, G7 countries stimulate each other in actions as good rivals, towards financial stabilization and crisis management.
Meanwhile, at the G7 meeting, there was an occasion that causes questions whether Japan is really OK. After the meeting, at the press conference with the Bank of Japan President Mr. Shirakawa, Shoichi Nakagawa, the Finance Minister had made unclear response, and was silent with a long pause, and reportedly caused concern on the lack of seriousness on his part at G7 under crisis.
It was a sight that is hard to justify as a finance minister of the second largest economic giant, who has to contribute to the international meeting, such as G7, and who has to lead the dealing of domestic economic measures under the financial crisis.

• The water tube MAJ-1608 MUST be replaced daily - failure to do so may
lead to patient infection and a reduction in equipment performance.
• Reprocess the MAJ-855 following each use according to the
manufacturer’s instructions supplied with the product.
• The MAJ-1606 and MAJ-1607 must be replaced after each patient use.
Failure to do so may lead to risk of cross-infection.
• Check the “USE BY” date of all accessories as indicated on the
packaging label. Do not use any accessories beyond the specified “USE
BY” date.
• Do not allow the water container to run dry, otherwise air will be supplied
to the patient causing discomfort.
• To prevent free-flow of water to the patient, do not open the pump lever
when the OFP-2 is connected to an endoscope which is inserted into the
patient. Ensure the OFP-2 is positioned below patient level.
• If any section of water tube from the pump to the water container is
blocked or kinked, the flow rate will be noticeably reduced. Check the
water tube for kinks or blockages, and should the slightest irregularity be
suspected - do not use.
• Should the OFP-2 be operated with a blocked endoscope, damage to
the endoscope and/or water tube may occur. In this event, care must be
taken when disconnecting the fluid path as the system may be
pressurised. To assist in depressurising the system, the pump head
should be opened to allow water back into the bottle. This must only be
carried out with the endoscope removed from the patient. Replace the
water tube and reprocess the water bottle and water bottle cap before
the unit is reused.
• Inspect the MAJ-855 for obvious signs of wear or damage, and should
the slightest irregularity be suspected - do not use. Replace in
accordance with its instructions for use.
• Before each use, inspect the water container and cap for obvious signs
