Australian legislation hampers the actions of large operators by forbidding them to exercise full control over their networks.
The 'Sites Act' stipulates that majors may only own 5% of the total number of retail outlets.
The squeeze on oil companies is expected to be an ongoing phenomenon, even if the Sites Act is revoked: there is significant public mistrust of oil companies on this market (the past 25 years have seen 45 enquiries into competition and pricing issues, with the latest enquiry dropped in March 2003), resulting in further pressures to keep prices low.
In addition, the government has responded to the frequent public outcries by periodic discussion of gasoline price regulation.
