Thank you for the opportunity to be able to address to you today and thank you, Canada, for hosting this Ministerial meeting today.
The situation is indeed bleak. Throughout the morning, we have heard a series of presentations attesting to the difficult situation Haiti is currently experiencing.
I don’t want to repeat what has been said so far as the idea is to engage in a discussion on political perspectives as we begin the year. I also don’t want to dwell too long on the assessment that was made regarding Haiti. I’ll try to be brief.
The state of pervasive violence in Haiti is certainly very concerning.
The constant rise in kidnappings is the most visible expression of that violence. Since January 2021 more than 460 kidnappings have been reported, and that is I am afraid, only the tip of the iceberg of what we officially know. The figures are much higher according to many accounts.
Entire neighborhoods and cities, especially in the metropolitan area, are controlled by gangs where organized crime has found fertile ground to undertake their deeds and even expand their operations of systemic violence and extorsion, terrorizing the population even beyond their territories.
The situation has had a devastating effect on the daily lives of the Haitian people and seriously disrupted the economy as we recently saw it with the blocking of ports at the end of last year, resulting in a serious fuel shortage for a prolonged time, causing even more disruptions to the economy, to hospitals and to the overall security of the country.
Inflation is concerning, the currency continues its devaluation trend, the budget is running once more a deficit, the capacity of the State to collect taxes and customs is critically low as economic development is yet again negative for Haiti.
Unemployment and extreme poverty are running high, where 40% of the population is in a state of food insecurity.
The situation remains fragile as we approach February 7, the date that should have marked the end of the presidential term of President Moise. Unrest is expected.
As a fragile security situation prevails in Haiti that nexus between criminal groups and politics is more alive and stronger today than ever before.
We can continue talking about all these crises: the humanitarian crisis, economic crisis, security crisis, but the underlying fact is that Haiti is currently undergoing a deep political crisis. One can
even argue that all the other crises that Haiti is currently facing stem from the political crisis. This constant state of political turmoil has been the one constant since the country’s transition to democracy.
But these issues and barriers are not new to Haiti.
We find ourselves yet again at a crossroads.
Polarization continues in Haiti even though the PM did manage to have an accord, the Montana group as well with the Pen group reached a deal but all initiatives lack the broad support and consensus needed to engage in structural changes and to put the country on a path towards elections and much needed political reforms based on a large and consensual basis.
Since 1987, Haiti has had the unfortunate record of having elected 10 presidents and agreed to negotiate 11 other interim governments and presidents with the results we all know. Since I have been in post (short of 3 1⁄2 years), I have had to work with 5 Prime Ministers, 4 different chiefs of Police, and more than 40 ministers.
Agreements, although in essence are always welcome to overcome crises, history has shown us that the constant negotiation of democratic mandates, the premature end of electoral terms, political compromises become inconsequential given their reiteration and cadence by which they are negotiated and are not, unfortunately, conducive to the strengthening of the democratic process that we promote in our hemisphere.
There is that real sense that every now and then the country is taken captive by political shenanigans and that part of the solution somehow is proposed without the need for elections and long periods of transition, undermining the will of the people. We cannot promote extended transitions as a democratic tool per se. On the contrary. They are fundamentally undemocratic.
There is no other political status without democratic representation than that of so-called transitions. The success of the permanent transition formula in Haiti is remarkable. Thirty five years and eleven transitions underline the competence of those who, while defending democracy, want it their way. That is, without the presence of the main interested party, the people and the citizens of Haiti. I think we all want some kind of national accord, not so much for a prolonged transition but rather for the democratic renewal of Haiti and the return to constitutional order.
Let’s be frank, 35 years since the transition to democracy, political instability has never yielded desired results. Nine international missions under different mandates, including from the OAS, have not been able to bring about the stability that Haiti so urgently needs1.
The political framework is flawed at best where more than 240 political parties have sprung since the last decade making the political contention a vison for vying for personal power rather than based on ideas and platforms where interests of the country and nation are put forth for
the benefit of the majority. Economic and intellectual elites have also had a permissive role in politics striving for control of political and State structures which has given a new dynamic to partisanship.
Transnational organized crime is one of the visible symptoms that we are currently witnessing. We have the responsibility to investigate and prosecute criminals that engage in illegal activities that extend beyond Haiti’s borders. There is a need for a framework for enhanced international inter-institutional cooperation and coordination to increase the number and value of assets confiscated from criminal organizations and prosecute those responsible.
Impunity, corruption, a weak justice system, co-opted governance are rarely conducive to the advancement of a more just social order and in the development of an open society where the hopes and dreams of generations might be fulfilled.
This system has failed the Haitian people and needs to be revamped if Haiti is going to address the daunting challenges that lie ahead.
Nearly all of the accords proposed, and wider conscience from the political elites have called for the need for a new constitution, which would be an opportunity to tackle the underlying problems we have mentioned. Whereas being a more independent justice, probity of the elected, decline of impunity, fight against corruption, an overhaul of the electoral system, upholding of the law these are the core issues of the actual political framework that needs to be revamped and have been addressed to a certain extent in the latest draft of a new constitution.
But this process needs to be as inclusive as possible, with broad participation of every sector of society a national union of sorts is needed if the effort is going to be sustained and later endorsed. The situation is not ideal, but there is a silver lining in trying to revamp the current political system by a democratic approach to structural change. In truth, there has never been a better time to rebuild the Republic than now, it is not the easiest of approaches but at the same time, it is the most solid.

Lastly, this effort of course should be Haitian led, an integral part of the intra-Haitian negotiations that should be undertaken for a more stable and prosperous nation. We are aware that the road is neither short nor easy; however, with the support and united action of all the countries in our hemisphere and beyond, we are confident that the daunting challenges currently facing Haiti can be overcome. The OAS stands firmly with the Haitian people in their resolve to build a brighter and more prosperous future and support a democratic renewal for Haiti.

Ситуация действительно мрачная. С утра мы прослушали ряд выступлений, свидетельствующих о сложной ситуации, в которой в настоящее время находится Гаити.
Я не хочу повторять то, что было сказано до меня, ибо идея состоит в том, чтобы включиться в дискуссию по политическим перспективам на этот год. Я также не хочу слишком долго останавливаться на оценке Гаити. Я постараюсь быть кратким.
Постоянно растущее насилие на Гаити, несомненно, вызывает серьезную обеспокоенность.

Инфляция вызывает озабоченность, валюта продолжает свою тенденцию к обесцениванию, бюджет вновь испытывает дефицит, способность государства собирать налоги и таможенные пошлины является крайне низкой, как и экономическое развитие, которое всё ещё носит негативный характер.
Безработица и крайняя нищета находятся на высоком уровне, где 40% населения испытывает нехватку продовольствия.
Ситуация остается нестабильной по мере того, как мы приближаемся к седьмому февраля, дате, которая должна была ознаменовать окончание президентского срока президента Моиза. Ожидаются беспорядки.
Поскольку на Гаити сложилась неустойчивая ситуация в плане безопасности, связь между преступными группировками и политикой сегодня является более живой и сильной, чем когда-либо прежде.

Группа Монтана, а также группа Пен достигли соглашения, но все инициативы не имеют широкой поддержки и единого мнения, необходимых для участия в структурных изменениях и возможности поставить страну на путь выборов и столь необходимых политических реформ, основанных на большой и консенсусной основе.
Хотя соглашения по существу всегда приветствуются для преодоления кризисов, история показала нам, что постоянные переговоры о демократических мандатах, преждевременное прекращение избирательных сроков, политические компромиссы становятся несущественными ввиду их повторения и последовательности, с которыми они проводятся, и, к сожалению, не способствуют укреплению демократического процесса, которому мы содействуем в нашем полушарии.
Есть реальное ощущение, что время от времени страна охватывается политическим феноменом, и, что часть решения каким-то образом предлагается без необходимости проведения выборов, но с длительным переходным периодом, чем подрывается воля народа. Мы не можем содействовать длительным переходным периодам как демократическому инструменту как таковому. Как раз наоборот. Они в корне недемократичны.
Нет другого политического статуса без демократического представительства, кроме так называемого переходного периода. Успех формулы постоянного "перехода" на Гаити примечателен. Тридцать пять лет и одиннадцать переходных периодов подчеркивают компетенцию тех, кто, защищая демократию, хочет, чтобы она шла своим путем. То есть без присутствия главной заинтересованной стороны, народа и граждан Гаити. Я думаю, что все мы стремимся к какому-то национальному соглашению не столько для продолжительного переходного периода, сколько для демократического обновления Гаити и для восстановления конституционного порядка.
Давайте будем откровенны, 35 лет с момента перехода к демократии, политическая нестабильность так и не привели к желаемым результатам. Девять международных миссий в рамках различных мандатов, в том числе от Организации Американских Государств, не смогли обеспечить стабильность, в которой столь остро нуждается Гаити.
Политические рамки в лучшем случае несовершенны, поскольку за последнее десятилетие появилось более 240 политических партий, превративших политическую борьбу в соперничество за личную власть, а не делая её основанием для идей и платформ, в которых интересы страны и нации выдвигались бы на благо большинства. Экономические и интеллектуальные элиты также играют разрешительную роль в политике, стремясь установить контроль над политическими и государственными структурами, что придало новый импульс партийной поддержке.
Транснациональная организованная преступность является одним из видимых симптомов, которые мы наблюдаем в настоящее время. Мы несем ответственность за расследование и судебное преследование преступников, которые занимаются незаконной деятельностью, выходящей за пределы границ Гаити. Необходимо создать основу для укрепления международного межведомственного сотрудничества и координации в целях увеличения числа имущества, конфискованного у преступных организаций, и в целях судебного преследования виновных.
Безнаказанность, коррупция, слабая система правосудия, кооптированное управление редко способствуют установлению более справедливого социального порядка и развитию открытого общества, в котором могли бы сбыться надежды и мечты поколений.
Эта система не выполнила обязательств по отношению к гаитянскому народу и нуждается в реорганизации для того, чтобы Республика Гаити смогла решить стоящие перед ней сложнейшие задачи.
Почти все предложенные соглашения и более широкое сознание политических элит призывают к необходимости новой конституции, которая дала бы возможность решить основные проблемы, о которых мы говорили. Более независимая судебная власть, честность избранных, снижение уровня безнаказанности, борьбa с коррупцией, перестройка избирательной системы, поддержание правопорядка являются ключевыми вопросами политических рамок в настоящее время, которые нуждаются в пересмотре и в определенной степени были отражены в последнем проекте новой конституции.
Но этот процесс должен быть максимально включающим широкое участие всех слоев общества. Для того, чтобы эти усилия могли быть продолжены и впоследствии поддержаны, необходим своего рода национальный союз. Ситуация не идеальна, но есть и плюсы в попытках реформировать нынешнюю политическую систему с помощью демократического подхода к структурным изменениям. По правде говоря, никогда не было лучшего времени для восстановления республики, чем сейчас. Это не самый простой из подходов, но в то же время он самый прочный.
И наконец, эти усилия, разумеется, должны возглавляться лидерами Гаити, что является неотъемлемой частью их внутренних переговоров, которые должны быть проведены в целях создания более стабильного и процветающего государства. Мы отдаем себе отчет в том, что этот путь не является ни коротким, ни легким; однако при поддержке и совместных действиях всех стран нашего полушария и за его пределами, мы убеждены в том, что сложнейшие проблемы, с которыми сталкивается в настоящее время Гаити, могут быть преодолены. ОАГ твердо поддерживает народ Гаити в его решимости построить более светлое и процветающее будущее и поддержать демократическое обновление Гаити.
