Source text - English Career Guidance and Counseling as an instrument of Individual Dignity
As we come to this tenth decade of the 20th century and the eve of the 21st century we, as counselors, find ourselves in a world that continues to struggle between conflicting desires to either degrade or enhance human dignity. By many definitions the worldwide downsizing of work opportunities; the rise of, and the persistence of high rates of unemployment; the permanent dislocation from jobs of persons whose training or skills are inadequate to cope with changing job requirements as well as of persons whose skills are quite good but for whom there are insufficient places; the policies that bar persons from work or occupational mobility because of ageism, sexism, or racism; the constant depletion of natural resources and the uncontrolled pollution of the natural environment in order to produce economic gain are each assaults on or barriers to human dignity. At the beginning of 1994, about 30 percent of the world’s labor force —820 million people— were unemployed or underemployed: 120 million were registered as unemployed and 700 million were underemployed with an income that does not reach a minimum standard of living.
As the nations of the world are in a state of transition in the levels and kinds of work available to citizens that is no less dramatic than that which accompanied the industrial revolution of the 20th century, the behavioral metaphors, psychological structures, and the economic and social institutions of the world are undergoing rapid and comprehensive transformation. The decade in which we find ourselves is being variously called the age of unreason, the age of paradox, the end of work, postmodern, postindustrial. Certainly, as these elements of the social and economic structures of the world’s societies change in the 21st century, so will the ways by which people negotiate their personal identity, live out their self-concepts, and come to terms with their perceptions of human dignity or its lack.
