Tom was no doubt referring to the typo in the poster's incorrect rendering of the saying. I'm sure he knows it means: if you use something sparingly now, you will be less likely, in (the) future, to find yourself in need of it but not having it available. Typo aside, it's a bit of a stretch here though - sending it to the "waste" bin isn't really the kind of overconsumption the original saying is trying to warn against.

Once I worked on a multi-year project for a law firm. They told me to purchase a shredder and shred all of the original documents after translating them. This was a cash-cow, career-making project for me so I was only too happy to comply.
