Anyways, to say someone/something is ウザイ means (for lack of a better phrase) you find them/it to be a "pain in the ass."

ナルシ is short for ナルシスト (narcissist) so describes someone who is conceited and stuck on themselves.

ナルシ率高い used to describe an individual means either that the individual is constantly stuck on themselves, or to describe an organization, means 'it's filled with a bunch of stuck ups'.

So in your sentence, 個人的ウザイ、ナルシ率たかそう, sounds like it could be someone describing a rival high school:
" I personally find (subject) annoying, and they seem like a bunch of stuck ups."

Again, it's hard to tell without more context.

(She is) just really annoying me, seems terribly conceited

For me, these phrases sound like the ones spoken by a girl, who is speaking ill of one of her friends. (I don't think boys speak this way)

So a subject of these should be a person.

I think there may be better expressions for them,
but I am sure that the phrases should sound like the ones in High-school dramas.

I said these are the ones by a girl, because this way of speaking sounds like so-called "ギャル言葉".

You can find "ウザい" in a entry of Wikipedia about "若者言葉",

The former one can also be about a school, but I am sure that the latter is usually about a person.

agree Nobuo Kameyama : なるほど、相手が学校ではなく友人という線も考えられますね。愚生の場合、高校を出てから大分年月が経つので自信かありませんが、確かに男子生徒だったら「個人的ウザイ、ナルシ率たかそう」なんて言わないなぁ…。対象が学校なのか友達なのかは、文脈次第だと思います。
