I doubt that the Dutch sentence is grammatically correct, I think it should be "oftewel DE via de kaderstelling verbonden partijen." Ook spreektaal om iets "even heel secuur" te bekijken...

Ik sluit me aan bij Liannes twijfel over de juistheid van het laatste deel van de zin en haar suggestie over hoe deze te lezen.
Maar ik lees het begin van de zin iets anders: het perspectief waarmee naar de exacte vorm moet worden gekeken is het publieke belang, i.e. de partijen die middels de kaderstelling met elkaar zijn verbonden en gezamenlijk het "publieke belang" vormen.

Want ik zie nergens "referentiekader" (-> frame of reference) staan. Het gaat om een (wettelijke) kaderstelling door de wetgever, die de belanghebbende partijen mandateert, en daarmee het publieke belang definieert.
Maar ik lees het begin van de zin iets anders: het perspectief waarmee naar de exacte vorm moet worden gekeken is het publieke belang, i.e. de partijen die middels de kaderstelling met elkaar zijn verbonden en gezamenlijk het "publieke belang" vormen.
