I found the same as you:
Piquete de vía is: track marking peg (see page 344)
Piquete is: peg
Piquete de entrevías = track convergence marker
I also cross referenced it against this dictionary (which unfortunately is in Portuguese), but I guess, quite understandable and the fouling point appears to the same as “Clearance point”.
