In trying to choose between the answers above, I boned up on ISO 9000. I got 34,600 hits for ["ISO"+"own quality management"] vs. 23,400 for ["ISO"+"own quality control"]. The sites for "quality management" appear more reliable.

So I'm offering up this alternative, which is closest to the official terminology.

I treally don't think that "facilities", "sites", "units" or physical installations of any kind are being referred to here. The word "establecimientos" makes things confusing but I really think the reference is to "policies/procedures." This is how I read it. The document in question likely makes it clear what is meant here, and the Asker should check this accordingly.
