This is a document which concerns the completion of a customs form for shipping goods. It's a conversation about the form not being complete correctly and appears twice in these two contexts:

Volgens de desbetreffende communautaire codes van bijlage 38 de referenties vermelden van de documenten die voorafgingen aan de uitvoer naar een derde land/verzending naar een andere lidstaat.

Thanks, Tina. IMHO, 'existing' might be just a little too liberal here, but I suppose further context might justify using it.
