This occurs in a Chilean amendment to an earlier law. I understand what it means, but not sure what the correct "legalese" would be in English for this concept.
CONTEXT: "Artiículo 7º.- Introdúcese en el artículo 141 bis del decreto con fuerza de ley Nº 1, del Ministerio de Salud, de 2006, que fija el texto refundido, coordinado y sistematizado del decreto ley Nº 2.763, de 1979, y de las leyes Nºs. 18.933 y 18.469, el siguiente inciso tercero, nuevo, pasando el actual tercero a ser cuarto: ..."

I think something more than 'Introduce/Add' might be appropriate. This is the text of a law, so as I see it, the language should embody the sense of mandate, command, etc. By the way, I only put in 'subsection' as one possible way to translate Sp. 'inciso', you may be doing it differently.
Example sentence:
The following, new, subsection three shall be inserted into the text of . . . , the current subsection three now becoming subsection four.
