@Abunda you got the answer to your first question. Please post your second query, i.e. "hizo cruz pa'l cielo la autoridad" separately, as they are completely distinct. This is necessary for glossary entries.

Am guessing that that it means "when your pockets are empty", which in UK would be "when you're skint"?
