Could you help with the translating of the word "réfection" in this context? I wonder whether "the repair" of the respective works is OK

..I think "réfection" can mean "alteration" as well as "repairs." In this context, "the value of alterations to work" seems more appropriate to me.

repeating the work
They are saying that the added value cannot be established by comparing the value of the school before and after the modernisation work, but that a better way to establish it would be to use the cost of the Municipality carrying out the same work itself.

cost of repeating/redoing the work
I think it means that the value should be set at what it would have cost the municipality to carry out the same work. In any case it seems like a potential or hypothetical amount, ie were the work to be carried out by the municipality.

More recently, in 2008, the Building Regulations were amended following a public consultation, as local authorities had maintained that the 6 month period did not allow prosecutions to be brought where a breach of the regulations only came to light after completion of the building work or where remediation of the work had been promised but not carried out.
