Context Marguerite, this is a government employee working in the foreign service who must submit expenses for reimbursement. So, it seems she attended an event and filled out 3 forms from this 'journal' and submitted reimbursement of the stated amounts. Does that help? I feel that it's some kind of log book, but I've not heard of this before.

I know this usually translates "livres des invités", but couldn't the text refer to a guestbook, as it hints to hospitality events?
