Reduction of regulatory burdens was one of the priorities of the Balkenende IV-government. Its aim was to reduce these burdens by 25% during 2007-2011. In order to achieve this goal, it came up with a
Smarter Regulation programme (Slimmere regels, betere uitvoering en minder lasten). A main element of this programme is the integrated physical environment permit (omgevingsvergunning) that will integrate

As Michael has pointed out, there was quite a bit of disagreement among KudoZ participants as to the most appropriate translation of this term. I would therefore suggest adding the original term between brackets, which is always the safest choice in this type of situation.

If 'persoonlijke' has been added to indicate that the applicant is a private person, you might consider a translation like "(...) the conditions for granting integrated physical environment to private individuals (...)".

I don't think we'd say "person-related", and I feel that "integrated physical environment" is overtranslation - it's not what the Dutch says.

Although, on second thought, I do see a difference between 'physical environment' and 'environment'.
It is not (just) an 'environmental permit' (milieuvergunning) as much as it is an *integrated* permit dealing with one's physical environment. See again:
'Wie vroeger ging verbouwen, had verschillende vergunningen nodig. Zoals een bouwvergunning, een sloopvergunning en **een milieuvergunning**.
