Well, I don't think I would necessarily "avoid" initial extractors. It seems to have the same meaning as primary extractors, but I'm going to go with "workers in the primary sector," because it's more descriptive and seems to be a bit more in use. Thanks to everyone for your input. All the references were very helpful.

Yes, this is definitely in regard to fisheries. I would have mentioned that but didn't think it important. I thought it had something to do with how "native" they were. I will take Bill's suggestion and be more specific in my googling.

Phil I had a quick look and found the reference made to fishermen so don't be sidetracked by mining. No time now to research as up to narices in wretched translatons - I thought I had more or less retired but it is getting silly again.

I think these extractores primarios are some sort of basic front line workers, but some research may be required. Try googling ("extractor primario" Colombia) and you will get some references.

ps, I should AVOID primary extractor as this means principal exctractor and here primario is used in its sense of initial which the English word primary does not have.

all fishing is a primary industry but if you read http://www.minambiente.gov.co/documentos/dec_1681_040878.pdf Section 14 on you will see that this relates to artesanal and I think the idea here is that there must be a % of actual fisherman as opposed to.
