Primary industries are those that harvest or extract raw material from nature, such as agriculture, oil and gas extraction, logging and forestry, mining, fishing, and trapping. Together, agriculture and the extraction of oil and gas contributed 3.5% to Canada’s total economic output in 2004, while the remaining primary industries delivered 2.6%.

The classical breakdown of all economic sectors follows:[1]
• Primary: Involves the retrieval and production of raw materials, such as corn, coal, wood and iron. (A coal miner and a fisherman would be workers in the primary sector.)

initial extractor
eg
Economically, Southeast Asian sea people have for centuries played the role of the initial extractors of maritime produce in chains of trade that extended from scattered locales to regional collection points

ps, I should AVOID primary extractor as this means principal exctractor and here primario is used in its sense of initial which the English word primary does not have.

I think if you read the Colombian legislation on this it will make sense.

all fishing is a primary industry but if you read http://www.minambiente.gov.co/documentos/dec_1681_040878.pdf Section 14 on you will see that this relates to artesanal and I think the idea here is that there must be a % of actual fisherman as opposed to.
