One sees "ought serve" ( is involved in the world, it also embodies a separate reality linked to the Church of Christ, and as this reality, the church ought serve as a light to the world.) and "ought to serve" (How Each of Us Can and Ought to Serve the Church. by Father Michael Pomazansky. ) in different contexts.

To my ear, "ought serve" sounds good here. Read this, for example: "But here our adversary Pseustis would object that it appears that all creatures ought serve their God, and supposits according to Augustine that it is right that..."

This has a biblical ring to it, which might disappear with the intervening "to." In summary, I am guided as much by rhythm as by grammar.
