@Tony Merci pour votre idée de retourner la chose et de paraphraser. C'est une bonne piste! Pour répondre à votre question, je pense qu'ici, l'auteur utilise la formule peut-être pour raccourcir, mais surtout pour reprendre, à mon avis, les termes utilisés par les dirigeants de X. D'après les autres documents que j'ai vus, ça rentrerait très bien dans leur langage.

It all really rather depends on the importance of this "first key agreement and concession by X" — and just what your text goes on to say about it. Is there some suggestion that the informal nature of the agreement means X is now seeking to renege upon it? Or is the writer simply using this informal term themselves, for the sake of brevity, perhaps? I think it is vital to get to the bottom of these issues before you can even begin translating this text.
