Se trata de instrucciones de seguridad para trabajadores ferroviarios.
Entiendo que 'foul zone' es la zona peligrosa inmediatamente junto a las vías, pero no sé de qué manera se llama técnicamente.
¿'Fouling' podría ser 'acercarse'? Seguro hay otro término más acertado.

Lone Workers using ITD (individual train detection) must fill out the statement of on-track safety prior to fouling any track.
The statement of on-track safety must be in possession of the Lone Worker while fouling the track.
Contact control and be called on prior to fouling the track.
Determine if it is safe to enter the foul zone or cross the tracks.
