Just read your translation, and I think your wording is more eloquent.
“to matters of state jurisdiction”

I'd say something like "In accordance with articles xxx of the Michoacán de Ocampo state civil code, and articles xxx of the federal civil code", and put a translator's note explaining why the English is so much shorter than the Spanish.
